Bureau of Energy Efficiency BEE Star Rating
The star rating is a measure of energy efficiency of an appliance, it is a five points scale where higher the rating lower is the energy consumption and hence better savings, best is a standardized measure defined by the Bureau of energy efficiency BEE has introduced a new star rating methodology for air conditioners manufactured and sold in India starting 1st January 2018, It is called Indian seasonal energy efficient ratio or ISEER this defined the energy efficiency of cooling.
Usually, you can find a BEE Star Label on heavy electrical home appliances like Air conditioners, Refrigerators and Washing machines etc. with a number of stars it has got and an estimated power consumption of the appliance in a year that it is expected to consume (Power consumption = 1 electrical unit).

Each BEE Star Rating value corresponds to a range of ISEER values, to introduce more energy efficiency in the market the BEE has redefined star rating values effective 1st January 2018 with this change the standards of ISEER values have increased from 4 to higher then 4.5 now this change would also mean that a/c with ISEER value lower than 3.1 will no longer be manufactured and sold in India.
Wondering why you have not been able to find 4 or 5 BEE Star Label A/C yet, as you can see 4 and 5 star ac in 2018 have higher ISEER then in 2017, manufacturer have not been able to product these a/c in fixed speed techno yet, however, a 4 or 5 star ac is available in Inverter technology. also, you can now see that the 3-star ac is the best available option in fixed speed a/c’s also known as split ac and it is equivalent of 5 stars of 2017 similarly there has been a 2 point drop across all star Ratings of 2017 and 2018.

Thus this now answer your question of why you have not been able to find a 5 star a/c yet? why not the outside it may seem like morigidityity but practice this step will further evolve the market more towards energy/ cost saving ac’s thus this means that inverter ac are the best options available, well not necessarily it can still fixed speed ac because the major difference Inverter and non inverter a/c’s is how they function or the technology and not an how they are rated, for a given star rating both inverter and fixed speed ac have similar energy efficient and this can be verified through the ISEER values.
